The perception is the Plumbers Gasfitters and Drainlayers Board and Government have taken the stance the industry will supply unlimited manpower, budget and time. They have taken the “forced compliance stance” to such an extent that fixed costs now outweigh the costs of performing the functions they claim they are tasked with.
