The only thing wrong with the original self cert system (except for it allowing the very people who are profiting from an install to judge whether their own work complies)....was the administration and managing of the cert system.
Now I know for a fact that blatant conflicts of interest do not concern the PGDB, so someone judging their own work would not be of a concern to them, but at least the old system had carbon copies kept in customer, supplier and gasfitter, with the original kept with the Board.
Perhaps this is what "the powers that be" don't like......because when I found that there were many incomplete certs that were accepted by the PGDB, with one covering an explosion.....well it opened them up to scrutiny. Because when they denied being able to locate them or that they were never received (even though it appeared on the electronic register)........well I went to the gas supplier and photographed the "missing" certs.....they then "found" them.
Isn't it sad that a system set up to keep the kiwi public safe, with accountability and traceability to enforce safety for them, actually finds that one of the worst offenders in this system was the people entrusted with it.......so what do they do?
They introduce a far worse system, with very little accountability and traceability, if any (well not until after an incident)......but it has little accountability for who? Oh the PGDB, that's who......
You see if I was put in charge of a system that was badly run, and incompetently so at that......well I would fix it, find its problem and address it, then repair it......not introduce a far worse system.
To my mind this is an admission of incompetence, basically saying I can't run a register......you do it......FFS.
In a context of plumbing/gasfitting if we take a broken down califont as an analogy of the broken cert system, where the califont has been abused and badly serviced by previous gasfitters, so it breaks down....
.....a new gasfitter turns up and says "yeah its f****ed mate what you need is an open fire under the pipe, next to your house, you can light and drive the fire yourself and it won't need servicing any more"......the homeowner thinks this is great, until all he has is the open fire to sit around to keep warm.
