Fellow Practitioner Issue 303 Dated 27 May 2016
« on: May 27, 2016, 06:32:00 AM »
Well another week has gone with no action by the Government to improve the Regulation and training issues in the Plumbing Gasfitting and Drainlaying Industry and yes another week where misleading information has been released about the money earned by tradespeople.  Little do they all know the practitioners are the only ones paying to keep the industry operating.

The crazy thing is with the gas cert system is, it was as good as a self certing system could be (I do believe that the old independent inspector, with lots of industry knowledge, way was the best), but our self cert system was run so badly by the Board.....so what do they do?

..... they take a system of record filled out in actual handwriting (which can be checked), recorded in four different places with three carbon copies, with the original kept by the keepers of the system.....and replace it with the electronic system accessed by a "password" and printed off.....then when that was found wanting and had to carry a disclaimer on accuracy......

they decided the best way to go was to allow any muppet with a printer and a will to make money gasfitting access to the cert to print off at will.....with no register of any new installs......yeah that will work! (we haven't seen the repercussions of this yet, which will be cover up anyway)

BUT the root of the matter is....the self cert system was administered so badly by the Board.....people who were entrusted with this system, but who thought they were above reproach or any accountability.....they can be forgiven for this because the inaction since has proved them right, they acted with impunity with good reason........nothing has happened to them to this day.

THIS WILL NEVER BE FIXED UNTIL IT IS OPENLY INVESTIGATED, MISTAKES REVEALED AND ADDRESSED, THEN FIXED......THE SELF CERT SYSTEM HAS UNDOUBTEDLY DECLINED SINCE AND IS DETERIORATING BY THE DAY WITH EVERY UNCHECKED UNREGISTERED INSTALL.

Are these people mad?

Who has the balls to fix it?

You can't choose who you are.....but you are the sum of your choices.......

The only thing wrong with the original self cert system (except for it allowing the very people who are profiting from an install  to judge whether their own work complies)....was the administration and managing of the cert system.

Now I know for a fact that blatant conflicts of interest do not concern the PGDB, so someone judging their own work would not be of a concern to them, but at least the old system had carbon copies kept in customer, supplier and gasfitter, with the original kept with the Board.

Perhaps this is what "the powers that be" don't like......because when I found that there were many incomplete certs that were accepted by the PGDB, with one covering an explosion.....well it opened them up to scrutiny. Because when they denied being able to locate them or that they were never received (even though it appeared on the electronic register)........well I went to the gas supplier and photographed the "missing" certs.....they then "found" them.

Isn't it sad that a system set up to keep the kiwi public safe, with accountability and traceability to enforce safety for them, actually finds that one of the worst offenders in this system was the people entrusted with it.......so what do they do?

They introduce a far worse system, with very little accountability and traceability, if any (well not until after an incident)......but it has little accountability for who?   Oh the PGDB, that's who......

You see if I was put in charge of a system that was badly run, and incompetently so at that......well I would fix it, find its problem and address it, then repair it......not introduce a far worse system.

To my mind this is an admission of incompetence, basically saying I can't run a register......you do it......FFS.

In a context of plumbing/gasfitting if we take a broken down califont as an analogy of the broken cert system, where the califont has been abused and badly serviced by previous gasfitters, so it breaks down....

.....a new gasfitter turns up and says "yeah its f****ed mate what you need is an open fire under the pipe, next to your house, you can light and drive the fire yourself and it won't need servicing any more"......the homeowner thinks this is great, until all he has is the open fire to sit around to keep warm.
