"We know the Act does allow the BOARD to refuse to issue a practicing license if money is owing but they must take into account the circumstances and it is a Board decision not a decision for the Secretariat"

Does this mean that if i can provide finical circumstances as to why i cant pay the large yearly fee they must take this in to consideration and may have to give me a license if i can only provide part payment of the large fee? is this what this means?...because rearly not being able to pay a fee has nothing to do with being a compentant person it just means that you are in finical difficulty and should not be refused a license based on that fact alone.

I did a cpd course providie free by APEX valves thank you very much and i could put up my personal details but wont i will only say that at the moment i am working 3-4days a week due to low work load and could not under any circumstances AFFORD to fork out 200-300 extra for a cpd courses...F**k sake i only recieved my license in march and am already stressing out on how the frick im going to get the money to pay for the large yearly fee and all this cpd money needed...yesterday i lost another half days pay to attend that free cpourse by APEX thank you!...so this week i will get payed for 3 full days work missing on two days pay...WHY should i be punished because i dont have the funds to pay for all these costs it is rearly just going to force me to do illegal cash work or it will simply put me out of a job!...I am a compentant plumber but do not believe i should be punished because we are still recovering from a recession and work is tight out there and the auckland council being so anal on there building consents aint helping one little bit!.
You know if the board want REALISTIC comments just look at the dambd GDP reports only margional growth but mostly flat...NOW is NOT the time to put the squeeze on us to fork out more funds the money is just not there!...just take for example the GOVT going to veto the pregancy leave bill proposed by labour WHY  i ask you board members?...BECAUSE the country simply just cant afford it!...SO i ask you to not punish me next licensing peroid if i cant afford your extorniate fees and over the top need of cpd!. I have all the finical statments to back up what i am saying as well and will be happy for you to troll your way through it!.

Mr Bickers i feel you have no concept of reality at the moment if you are so singley minded to push this cpd stuff then at least make the system as cheep as you can for others out there...just because your wage/salary is delivered on a golden platter every month doesnt mean that we at the coal face are in the same boat i only ask that you hold us in mind when making decisions that will affect MY FAMILY as a whole!...The decisions you make do not affect you at all so be mindfull of making decisions that affect the life of not just me the plumber but the life of my FAMILY!!!.

Thats what we believe the intent of the Act was but the Boarsd have made payment of the Discipline Levy and the Offence Fee a term and condition of your license so you have no opportunity to put you case in front of the Board using the licensing scheme.

Well that hits the nail on the head Thunder - I think you'll find that the Federation are one step ahead - it would seem in many people's opinions that they shouldn't be a registered charity - I guess we just have to wait and see if the Charities Commission think so too.

I'm in the same boat as you Thunderhead and i am very angry right now at the board. These losers that keep increasing our costs...grrr i could say some nasty sh*t but i will show restraint...they are strangling there own people.

I was born in N.Z, so was my whole family going back generations. My family and I have got more local blood flowing through our veins than half the members of the board.

They live in luxury while with work down we live just above the poverty line...yet they want more money .MORE MORE MORE, they want it all and will keep implementing new schemes masquerading as something else until they get it all.

SOON people very SOON no one will want to do plumbing anymore........,let alone start an apprenticeship. They are strangling their own people and they don't even care. But yes they may think the lowly plumber such as myself is not competent and is expendable..but what about their FAMILY?

What about my cute little daughters? Do they enjoy strangling two year old children who are innocently the off spring of the lowly plumber scum that they are forced to regulate???

YOU FU*#EN BET THEY DO!!   YEEHA SQUEEZE YOUR OWN COUNTRYMENS FAMILYS THROATS A LITTLE HARDER WHY DONT YOU. GET THAT NEW VW PASSAT YOU WANT!!!

Sorry sweety no decent birthday present for you this year (29th April), no reward for her getting 81% in her maths test last week ...the money has already been spent. I wanted to take her to McDonalds for a happy meal...Power,food, rent,phone/internet,tool maintenance, clothing AND the BOARDS BIG FAT JUICY PAYMENT.

To license as a plumber and gasfitter i rely on the free CPD courses

I also am ready to apply for registration as a drainlayer. Have my national cert and a 9196 pass mark.

Lets look at how much it costs for me to go to work this year not including CPD couses:

PLUMBING AND GASFITTING:

Three licenses $102.22 X3 = $306.66

Disciplinary Levy $175.00

Offences Fee $90.00

TOTAL $571.66

FOR DRAINLAYING :

Registration  $357.78 (This is for someone to type my name and details into a database) (And also to help fund a board members childs private school education)
Certificate of registration $51.11  (This should be free, the board acknowledging that you've achieved.Instead if funds the power hungry machine that is the PGDB

TOTAL : $408.89
FINAL TOTAL : $980.55

Basically 1K...this is well out of hand. When i finished my drainlayer app,inc exam i was turned down on any pay increase by my former employer so have not bothered to register as a drainlayer at the moment. This is only the beginning of the fee monster they are creating with CPD, i am extremely concerned that i am in the wrong trade and i would have more sympathy with hardened members of the Hells Angels than with this board.(Not that i know any gang members)
