Gas and electrical certification and fees review

Since 1993 gas workers and electrical workers in New Zealand have been required to issue a formal certificate of compliance for much of their work.
The Government is undertaking a review of the requirements for the certification of installations and the fees covered by the gas regulations and the electricity regulations.
The Ministry of Economic Development, through Energy Safety, and the Department of Building and Housing are jointly conducting the Review in two parts.
Review purpose
The purpose of the Gas and Electrical Certification Review is to ensure that certification practices are effectively and efficiently contributing to safety outcomes for gas and electrical work.
The Fees Review will ensure that the fees applied under the regulations are appropriate given that they have not been reviewed for some time.
Both Reviews were requested by the relevant Ministers following the passing of the new gas regulations and electricity regulations earlier this year.

Part 1: Certification Review
The Certification Review will look at the purpose and principles of certification, with an aim to:
•arrive at an agreed purpose and principles for certification and its operation in the current environment
•determine whether the present arrangements meet the purpose and provide cost-effective safety outcomes
•consider what, if any, changes should be made to the certification regime to improve the overall effectiveness of the arrangements
•remove any unnecessary process inconsistencies between the certification requirements for gas and electrical installations.
Part 2: Fees Review
The Fees Review will consider all fees made under the regulations and administrative arrangements, with an aim to:
•determine whether the structure and levels of fees in the respective regulations are relevant and appropriate, and consistent with Treasury Guidelines
•arrive at a fair, consistent and transparent system of fees
•ensure the appropriate balance is achieved among the work requiring certification, the associated compliance costs, and maximising the safety outcomes
•consider what, if any, changes should be made to improve the overall effectiveness of the regulatory functions funded by fees.
Providing feedback
Industry and public feedback on gas and electrical certification and fees will be sought in late 2010. A discussion document will be made available on the Department of Building and Housing website and this website.
