New categories for installation work
One of the most important changes is turning the current
groupings of installation work into three risk-based
categories:

• high-risk - work determined as presenting a higher risk
• low-risk - work currently exempt from certification
• general - work not falling into the high or low-risk
 
These categories better align compliance costs with the
level of risk and improve safety by putting more focus on
the High-risk area.

Low risk gasfitting is, in general terms, that work which
before 1 July is exempt from certification under regulation
45. The exception is that the ‘less than 15 kg’ exemption is
removed and this work becomes either high risk or general
work.

The high risk gasfitting category includes:
• Work where the means of compliance in AS/NZS 5601.1       
or AS/NZS 5601.2 are not followed.
• Work outside the limitations of the means of
compliance.
• Work within 20 metres of a hazardous area.
• Work where air pressure or combustion air may
be adjusted independently of the operation of the
appliance.
• Work that is in a caravan or boat that has sleeping
quarters or is intended for sleeping.
• Alterations or additions to an existing installation
(where it is not low risk).

So if AS/NZS 5601.1 or .2 ARE followed (99% od domestic gas fitting in NZ), what catogary does it fall in to??

Is it "low" or "general".........do we cert it???

Just cert everything - you need a degree in english just to understand the bloody info brief.
This is a case of throwing the baby out with the bathwater.  The existing system wasn't perfect, but it worked better than this looked like it will.  The other system was transparent you could get on line and see if a property had a cert against it - how is that going to work withe the next system?

It won't work. 

This was all about the Government saving on administration costs. What was best for trades people and others didn't come into it. We are yet again picking up the cost for the government and who do we hand the costs on to - the consumers.

Now the government can sit back and say "look at the administrative costs we have saved" and there will be no mention of the increase in costs to the trades people and no mention of the increase in costs to the consumer.  Yet again the industry will get accused of being too expensive. $70 for a trades person to do the real job of protecting the consumer and $125 an hour for one government plonker to say they do it.

the new wording states that you are only resposible for the work that you do so does it matter wheather a cert exists,cheers

How about this, once upon a time you needed an inspector and some sort of call out/back up for gas leaks/emergencies for the "sellers" of gas to  be able to sell gas...........now they sell it like McDonald's or Pizza hut, branding and advertising.... with no responsibility past the gas meter/cylinders.......you could get an orangutan to fit the gas and they will happily supply as long as the orangutan prints his /her own cert.....absolving everyone in the chain(except the orangutan) of any come back.

All I am glad of is, that all orangutans are good natured kindly beasts and are scrupulous and would never pretend to know what they are doing just to make a buck..........people, especially ones working under the radar, on the other hand...........I am not too sure of.

To all those orangutans just like me...........you are a sucker........you are taking all the responsibility and none of the real profit......certs should be like an annual warrent of fitness.........balls to the suppliers and appliance sellers, this is our livelyhood and lives we are on about.

Certing a system opens us up to a full on corrupt investigation (if they want to) for a gas installation that is ", oh... I don't know for arguments sake....one that's over 7 years old, never serviced even though it is a commercial installation, the smell of gas being ignored for days, the gas hose responsible being replaced twice before, a dodgy cert for an exploding site (but ignored).......AND YOU ARE STILL HELD RESPONSIBLE.....ASK ME HOW I KNOW.......it could be anyone of us who has ever issued/signed a cert.........anyone at all. Hammond told me he wasn't interested in anything........but my signature....that was all.

On that note, guess who deregulated the gas industry, part wrote the contradictory NZ 5261 AND runs a business investigating us orangutans, the poor dumb creatures who cant understand the legalise gobbledygook bullshit..........Mr Hammond, my mate and dodgy bastard who thinks impartial means "plays golf with", with his mate Stephen Parker(ex deputy chair and chair of my kangaroo court involved in, wait for it....GANZ, NZIGE, LPGA*, Gas Appliance retailers Assoc....(*LPGA, not the golf version but the gas one) and IPENZ with Mr Bickers..........pack of corrupt, self serving, nepotistic bastards..... Perhaps Mr Hammond is setting up his offspring for a career in the gas industry......I wonder.


AND ANY ONE OF YOU ARE OPEN TO THEIR (OR THIER ILK'S)  PERSECUTION WHEN EVER THEY GET A CHANCE, OR EVEN FEEL LIKE.

Or we can pull them out into the open and do away with the threat, now today.....or you can gamble that the gas fire you fitted over ten years ago, signed off, with no photos....is well maintained and looked after.....

because if it ain't ................................ prepare for a new arsehole to be torn.........

Sadly and ironically mate, if it wasn't for the people they have had the worst effect on, my wife and kids, I would have done the same.....but what I can do is never let this go, which I will not.....
